New development strategy of the Russian Far East: assessment and prospects

Abstract:
A lot of programs and strategies of the Far East development has been adopted for the 30 years. The author explains why the programs failed. The article discovers the factors that allowed the new program of the Far East and Trans-Baikal development to achieve temporary and local but positive results. It is shown the necessity of more distinct goal-setting new policy decisions related to the chages in the national political interests, and the development of efficient economic institutions with the formation of adaptive environment for their functioning.
