Abstract: Outlined plans of the Russian Arctic development is the most complex mega-project from all of proposed in recent years. In order to implement the project it is required not only enormous resources but also the specific mechanism of goals management that would allow coordinating actions of many actors, combining infrastructure improvement with national security, taking into account interests within the framework of international cooperation.
