Abstract: At the beginning of 2005, foreign investors showed their increased interest towards the Romanian market. The national development strategy for 2007-2013 targets, among other elements, a regional investment policy meant to diminish the unequal investment concentrations. We need entrepreneurial culture facing competition, projects including regions rather than disconnected rural localities, we need to positon urban centres as economic growth engines and produce operational communication plans. Local administrations should play a dinamic role in conceiving plans so that to attract foreign investors and to support projects through promotional campaigns for new opportunities. Here are two successful ways: unions between Romanian and European localities and regions and the specialised/niche tourism (cultural and historical; business; sporting; rural; balneary; ecological).
