Abstract: The achievement of organization's objectives depends on the existence of a balance between performances and needs of technique sub-systems, on one hand, and on performances and characteristics of human resources sub-system, on the other hand. The human resources management strategy is very important because IT gives the management the opportunity to characterize and to put into practice the relationship between human resources and performances. The implementation of a business strategy imposes the employees to assure necessary coordination, support, authority and resources in achieving an action plan and the objectives concerning the performances.
