Resource “Data”: Economic Benefits of Data Provision

Abstract: The importance of data for economic growth and development in Germany and Europe is undisputed. This study identifies various factors that may cause market failures for the good “data”. As a consequence, markets alone may not lead to efficient allocation of, optimal access to and sufficient participation in data that is collected and stored. At present, different market-based, political and regulatory efforts are being undertaken in this context: State intervention such as a right to data access is pursued in parallel with private sector solutions such as data trusts or platforms. Given the complex issues underlying potential market failures, competition between different solutions is welcome.
