Abstract: The rules of navigation in the territorial sea and ports are set by the Romanian State in shipping, in accordance to national regulations and international agreements and conventions to which Romania is party. The supervision and control of navigation on roadsteads and Romanian sea ports are exercised by the Romanian Naval Authority by port captains. The access of maritime and inland waterway vessels, whatever flag they fly, in the Romanian ports and inland waterways is free and non-discriminatory [art. 17 of Ordinance no. 42 / 1997 (r)].
