Abstract: Literature in public policies "revolves" around terms of decentralization and subsumed concepts (privatization, implementation of market mechanisms, contracting, etc.). In this work I analyzed a type of public policy, proposed at a "centralized" level as a European Community policy is coordinated by supranational institutions. In this context, I refer to how evolved the approach of public policies in education at EU level, in terms of theoretical models operating in the public policy decision-making process and I also refer to some milestones of social policy of the European Union.
