THE IMPACT OF ENFORCING REGULATION (EC) NO. 1370/2007 IN THE CONTEXT OF REORGANIZING THE MUNICIPAL PUBLIC SERVICES OF ROMANIA’S CAPITAL

Abstract: The paper presents the impact of applying Regulation (EC) 1370/2007 of the European Parliament and of the Council on public passenger transport services by rail and by road, adopted with the goal of eliminating disparities between the transport enterprises in different Member States, on the municipal public service Regia Autonomă de Transport Bucureţti, fourth largest in size on the continent. The assumption of the paper is that the coordinates of ensuring high-quality passengers transport services by means of regulated competition, imposed by this Regulation, outline a “new framework-model” for the manner of organizing and functioning of operators in this field.
