Sobrerrepresentación legislativa y transferencias territoriales en Colombia

Abstract: Los principios democráticos de igualdad y justicia implican la generación de mecanismos de participación equitativa para la población.De existir un sistema de gobierno en el que se genere mala representación de los habitantes, se podrían producir consecuencias fiscalesque afecten los ingresos territoriales provenientes de las transferencias hechas por el Gobierno Nacional Central. Este documento es unintento de probar la existencia de una relación entre instituciones políticas y la repartición del presupuesto en Colombia. Para hallaresta correspondencia resulta indispensable establecer la mejor medida posible que analice la representación legislativa en el país. Deesta forma se podrán analizar los efectos que este fenómeno tiene sobre las cesiones del Gobierno a las regiones, independientemente desu discrecionalidad. Mediante análisis empíricos, a través de diferentes métodos econométricos, se encuentra que en Colombia la fuerzamás influyente en la participación de las regiones en las transferencias nacionales, es la mala representación legislativa.Abstract: Democratic regimes must be characterized by equality and justice for all the people. These principles require a participation mechanismthat creates proper representation of the population in the government decision-making processes. This document aims to prove theexistence of a relationship between malapportionment and the fiscal situation of the regions in Colombia. In order to do this, the articleattempts to find an association between transfers made by the Central Government, and regional representation in the Congress. Theproper analysis of the connection between legislative apportionment, and discretional and non-discretional public transfers, requiresthe use of an accurate measured of congress representation. Through the econometric analysis of malapportionment, and its influenceover regional transfers in Colombia, it could be found that there is a strong correlation between these variables in the long run.
