Abstract:
This conference examines the Contraloría General de la República as an institution of the republic, not of the state. To this effect it takes into account the historical context in which it was created: a military dictatorship and a growing tendency to want to strengthen the Presidency by laws not originating in Congress. Hence its comptroller role, especially the review of this legislation (the “toma de razón”), and of other acts of government, which has allowed it to become a significant constitutional power.
