Abstract: In this commentary, the author looks at some of the weaknesses in the draft Bill on the new ministry of culture discussed at the Benavente and Larrain conference, and emphasizes the need to simplify bureaucracy, to develop ways to better align supply and demand,and to avoid the risks of Government capture.
