The Reconstruction of Neighborhood Committees and Urban Grassroots Governance Systems in Early New China: The Case of Beijing

Abstract:
This study examines Beijing from 1952 to 1958, tracing the institutional formation and functional practices of neighborhood committees to explore their unique role in reconstructing the urban grassroots governance system. In the early years of the People’s Republic, neighborhood committees established a dynamic equilibrium mechanism between executing state administrative tasks and responding to residents’ needs, evolving into a governance platform that integrated political communication with social services. Through organizing mutual-aid production, conducting cultural education, and improving public welfare, these committees built low-cost social support networks during resource-scarce times. Simultaneously, their administrative transformation revealed persistent tensions between state power penetration and grassroots autonomy. Beijing’s experience demonstrates the adaptability and complexity of grassroots governance organizations during institutional infancy, providing historical reference points for understanding the interplay between government leadership and social participation in contemporary Chinese community governance.
