Conditions and fsctors for the reproduction of human capital in Ukraine

Abstract: Reproduction of human capital is the continuous restoration and maintenance of a person's physical and mental abilities and enhancement of his / her vocational qualification and educational level. In this case, it applies to both the individual and the totality of employees employed on the basis of self-employment, industry or the like. In other words, the reproduction of human capital is a complex economic process that includes not only the ratio of consumption (satisfaction of socially normal human needs) and the sphere of exchange (money for reproduction takes the form of human capital value), but also the relations of the production sphere, which related to the equivalent compensation of the energy and human energy expended in the course of labor. The article deals with modern features of formation and reproduction of human capital and structure of sources of its reproduction. It is determined that normal reproduction of human capital requires such a level of consumption of material goods and assimilation of cultural values, which could ensure the restoration of energy consumed in the process of work and the further development of abilities to work in accordance with the modern requirements of life. Otherwise, human capital will not be able to function normally in modern production. Emphasis is placed on the need for expanded reproduction of human capital, since for the normal functioning of the national economy it must be reproduced in greater numbers and, above all, of better quality. Particularly, such a need arises with the acceleration of the development of scientific and technological progress, when the need for highly skilled workers is felt on a much larger scale, which leads to increased costs for their training
