Chapter 1. Demand in 1962 and 1963

Abstract: Throughout 1962 the big economic argument about expansion was not whether it was desirable, but whether it was happening. The official view in the spring was that there was enough demand in the economy to make output rise at an annual rate of 3-4 per cent a year; and this was fast enough. So the Budget was framed with the risk of excess demand in minds.
