Artificial intelligence as a technological strategy for endogenous and innovative development

Abstract: Artificial intelligence (AI) represents a transformative technology with the potential to drive endogenous development in regions with low competitiveness, such as the department of Córdoba, Colombia. This study aims to formulate AI-based strategies that strengthen education, economic growth, environmental sustainability, and quality of life in this region, aligned with the National Science, Technology, and Innovation System. Through a mixed-methods approach—document review and focus groups—significant gaps were identified in the access, adoption, and application of AI by key stakeholders: academia, industry, government, civil society, and the environmental sector. The results reveal a competitive lag in the department (ranked 22nd out of 33 nationally) and low technology adoption. In response, comprehensive strategies are proposed for each stakeholder, focused on building capacity, fostering local innovation, and coordinating territorial efforts. The study concludes that the success of these strategies depends on contextualized implementation, continuous monitoring, and the shared responsibility of all stakeholders.
