Scenarios for Water Recovery, based on Public Policy Documentaryfrom the Documentary Analysis of Public Policies

Abstract: The environmental and water crisis affects the current way of life of current and future generations; among others, it is caused by practical social actions, together with ignorance of public policy guidelines. Environmental problems are also considered to be permeated by economic and philosophical views. In the methodology, a qualitative study was carried out, of a descriptive and interpretative nature, with the method of documentary review. It was designed in two phases: heuristics in which 30 public policy documents presented between 1993 and 2019 were searched and systematized in the Nvivo software; In the hermeneutic phase, the categories that emerged as Social Representations were analyzed through the techniques of content analysis and constant comparison method. The results identified cultural, educational, eco-social and economic-administrative Scenarios, such as those required for water recovery. It was concluded that public policies need to be formulated with the community from the perspective of identifying alternative solutions to contextualized problems. The trend in international policy proposals is towards nature-based solutions through community work. Relevant aspects include cultural Scenarios, recognition of ancestral knowledge, community governance, and dissemination of water knowledge. In education, the promotion of research and environmental education programs and the promotion of inter-sectorial commitments. The proposal is the inclusion in public policies of holistic, participatory environmental education, situated and contextualized as the articulating axis for the promotion of critical thinking and the formation of citizens committed to and respectful of nature
