Strategic Model for the Redistribution of Workspaces in the Administrative Domain

Abstract: The administrative division of the Honorable Municipality of Atzalan currently operates within inadequately designed facilities, hampering staff performance. This shortcoming prompted an investigation aimed at proposing a workspace relocation plan based on Frank Backtrand’s five‐phase strategic model. The study comprised a diagnostic assessment of existing space allocation and an analysis of each employee’s competencies and tasks. Findings revealed, for instance, that the Treasury staff are not positioned adjacent to the Public Accountant or the Technical Administrator and Budget Manager, despite their sequentially interrelated duties. This spatial mismatch generates downtime, unnecessary movement, and information‐transfer errors. To develop the relocation proposal, layout principles were applied to optimize floor and office planning, reduce travel distances, and enhance internal communication. Functional grouping, accessibility, and ergonomics criteria were established. As a result, a relocation diagram is suggested that clusters positions according to workflow, minimizes interference, and fosters interdisciplinary collaboration. Its implementation is expected to improve operational efficiency and job satisfaction. This proposal offers practical value for administrative management
