The Socio-Cultural Influence of the Community on the Road Project Activities of the Mountainous Papua Province

Abstract:
Road infrastructure development in the Papua Highlands Province is influenced not only by technical aspects but also by the socio-cultural characteristics of indigenous communities. This study aimed to analyze community socio-cultural characteristics and examine their partial and simultaneous effects on road project completion. A mixed methods approach with an Explanatory Sequential Design was employed, combining questionnaire-based quantitative data and qualitative interviews. The results indicate that socio-cultural characteristics are characterized by strong customary values, community participation, local leadership, communication, conflict resolution, and socio-economic conditions. Partial analysis showed that only Social Structure and Local Leadership (X₃) and Communication and Conflict Resolution (X₄) significantly affected project completion, while the other variables were not individually significant.
