Abstract: The study presents some analysis of the results of the 13th Five–Year Plan and the prospects for the scientific and technological development of the People’s Republic of China in the 14th Five–Year Plan. In the future, the results obtained may be considered for the purpose of analysing the possibilities of developing Russian–Chinese cooperation on the border area in this sphere. How does China plan to achieve global leadership in science and technology innovation? The subject of this study is the creation of a new type of infrastructure, the increase in the quantity and quality of R&D through the organization of public and private funding, the analysis of the results of this work, and the prospects for creating a fully fledged socio–economic ecosystem in the field of science and technology.
