Abstract: The program for the development of border territories is the practical implementation of the concept of cross-border cooperation of the Russian Federation. This work is constantly being improved and requires close attention in order to evaluate the effectiveness ofdecisions taken at the federal, regional and local levels. In the study presented, the program data are examined from the point of view of the theory of business ecosystems and the practical result of the study is the formulation of specific tasks for the economic development of the border area between Russia and China.
