Abstract: This article discusses with problems of implementation of constitutional and legal guarantees of citizens' rights to housing in the Russian Federation in the turbulence of the economy. The right to housing is a priority and is part of the constitutional and legal status of a Russian citizen. In other words, this article guarantees the responsibility of state and local governments
