Abstract: Local government, being one of the constitutional foundations of the organization of the Russian state, has considerable potential for development. However, due to the impact of a number of destructive factors, this organizational system of social management is not able to fully implement all its capabilities in the field of innovation. The article discusses the features of territorial public self-government as one of the institutions that stimulate innovative development at the municipal level.
