Abstract: The article defines the role of the state youth policy at both the national and regional level, innovation-oriented domestic economy; management tools discussed formation of innovative environment of the state youth policy; It is identified the importance of state youth policy in the conditions of formation of innovative socially-oriented type of economic development of Russia in the long term.
