Abstract: Systematized basic interpretation of the concept of «innovation» and «innovation», with the result that their proposed refined classification, applicable for the purpose of stimulating the development of small and medium sized business organizations through mechanisms of granting tariff preferences, which defines criteria for assigning organization to an innovative type.
