Abstract:
In the article according to a trend in practice of management the concept of transformation of a role of heads ofcivil service and a personnel is proved in executive bodies of Russia, and also heads of HR divisions of national business structures. The role of HR divisions on the basis of further development of architecture of business structures, public authorities, the organizations subordinated to them directed to improvement of quality of activities of entrepreneurial structures, including the state entrepreneurship, and also to improvement of quality of provision of the state services is considered.
