Abstract: In the current economic system on economic growth, unemployment and the quality of human capital are interconnected with the parameters of productivity and efficiency of the public authorities. Features of formation of state institutions determine the features and the development of the national economy. Economic and social policy allows you to create guidelines and tools used to improve the efficiency of the economic system. The development of state institutions in the direction of greater openness to public control and changing priorities in the recruitment to the civil service are also factors of increase of efficiency of the national economy.
