Abstract: The article discusses the mechanism of horizontal and vertical budget leveling in the context of a federal government structure, implemented on the basis of the principles of budgetary federalism. The implementation of the mechanism is considered from the standpoint of the financial sustainability of the budget system of the Russian Federation, the need for economic growth and ensuring an adequate level of state and regional economic security.
