Integrating Risk Management into Management Control Systems: Lessons for CDF Project Managers in Choma District

Abstract:
This study examines the integration of risk management within Management Control Systems and draws practical lessons for Constituency Development Fund project managers in Choma District, Zambia. Using a concurrent mixed-methods approach, the research analyses how risk management practices are embedded within control systems and their implications for project performance. Findings reveal that CDF projects face significant financial, technical, political, operational, and cultural risks, with a high probability and impact of occurrence. The study identifies critical success factors for effective risk integration, including leadership commitment, continuous training, adequate resource allocation, and a proactive risk culture, and proposes a framework to strengthen risk management integration within Management Control Systems.
