Evaluating the Effectiveness of Public-Private Partnerships (PPPS) In Enhancing Construction Work: A case study of the Lusaka-Ndola Dual Carriageway Project

Abstract: Public-Private Partnerships are increasingly used to improve infrastructure delivery in developing nations by enhancing cost efficiency, delivery timeframes, construction quality, and risk sharing. This study assessed the effectiveness of PPPs in Zambia’s road sector through a mixed-methods approach, including thematic analysis and regression modelling of survey responses from 120 participants. Findings showed cost reductions per kilometer, improved delivery timelines, and higher construction quality outcomes compared to traditional procurement. However, institutional coordination scored poorly due to fragmentation and weak enforcement. The study recommends strengthening transparency, reducing bureaucracy, implementing international standards, and enhancing institutional capacity through collaboration and stakeholder engagement.
