Abstract:
In the Democratic Republic of Congo, decentralization is a derivative of Article 3 of the 2006 constitution, it stipulates that the provinces and decentralized territorial entities are with legal personality and are managed by local bodies (Constitution of the Democratic Republic of Congo, 2006).
