La Gouvernance territoriale: approches et enjeux

Abstract: The territorialization of actions, in particular those related to economic development, rests on the issue of governance within a framework of increasing decentralization at the state level and federal functioning at the supranational level. Reindustrialisation projects are a particularly important and relevant field of application, given the diversity of contexts of multiple and simultaneous transitions generated by the ecological, technological, digital and social changes in progress or in the future, in which these projects take place. The combination of institutional cooperation and economic cooperation is developed in a two-dimensional scheme (vertical between the different territorial levels involved and horizontal between the various local public, private and societal actors) and systemic in view of the interdependencies of all kinds between the stakeholders of the cooperation to be mobilised. Consideration will be given to: • An approach to the definition or possible contours of the concept of territorial governance, through its aims and methodological content, • Identification of current and future potential actors, institutional, economic and societal, • A question about the importance of the human factor in the implementation of governance. In conclusion, it will be suggested that, beyond the formal and factual principles of cooperation, governance is also based on the ethics and motivation of those who drive and participate in it.
