Abstract:
This article aims to establish a comparative analysis of the performance of Maghreb innovation systems. This comparison will be done on the Algeria, the Tunisia and the Morocco. They engaged in extensive process of economic reforms to restore macroeconomic balances. However, the initiatives undertaken in the field of innovation are still insufficient to lay the foundations of a knowledge-based on economy. This is not a subjective opinion as on the map of international classifications provided by credible institutions (BCG, Global Innovation Index, The report of Global Information Technology, which is the result of a collaboration between the World Economic Forum and INSEAD, the index of global competitiveness (GCI), reports of UNDP on the human development index (HDI), etc.), the three countries are positioned wrong compared with emerging countries such as China , the Brazil, the Mexico, the India, Thailand, etc.
