Abstract: The article explores the challenges and opportunities as well as the need to strengthen human resources in the Malagasy healthcare system to build a resilient infrastructure capable of meeting health challenges. The main is to analyze how equitable access to healthcare and resilience to and resilience to health crises. The study uses a mixed-method approach, combining literature reviews of scientific articles on health system health system strengthening and surveys of local health workers. staff. The literature reviews identified gaps in current knowledge and practices current knowledge and practices concerning health system strengthening and human resources for health. Surveys and interviews were conducted specifically with health human resources in the Manandriana district, Amoron'i Mania Region, provided qualitative data on their experiences their experiences, the challenges they face and their needs in terms of further training and working conditions. Madagascar, faced with a shortage of medical personnel especially in rural areas, suffers from inequalities in access to healthcare which compromises the health of its population. The result shows that that strengthening the skills of healthcare professionals is crucial to improving access to care and the quality of services delivery. The participants the need for appropriate training and better working conditions to working conditions to foster their commitment. The article highlights the importance of appropriate initial training and continuing education programs to improve the skills of healthcare professionals. The study recommends targeted policies to strengthen the healthcare system, particularly through training and institutional support.
