Abstract: This article aims to demonstrate the possibility of establishing a sustainable financing system for non-contributory social protection programs implemented as cash transfers in Madagascar, which currently rely heavily on external funding. To this end, it provides an overview of existing knowledge on social protection financing. Relevant literature was collected from academic databases such as Google Scholar and publications by international organizations, primarily the International Labor Organization. We emphasize that borrowing is not always a viable option, especially since Madagascar’s debt ratio has been steadily increasing since 2008. The review allowed us to understand the concept of fiscal space for social protection, leading to program cost calculations and simulations. Although limited in number, options exist to expand fiscal space, enabling sustainable financing for non-contributory social protection. Furthermore, the findings of this review can be applied in specific contexts to identify the most appropriate sources of funding to improve Madagascar’s economic situation in the short, medium, and long term.
