The budget for citizens as a space for dialogue between the state and the population

Abstract: Background. In recent years, the importance of budget transparency has been growing, as there has been an increased focus on the transparency of budget expenditures. Therefore, this study focuses on the practical participation of the public in the creation of an open budget for citizens through the use of new media platforms, in order to strengthen the relationship between government authorities and the public. The purpose is to develop an algorithm for converting data on the city's budget performance into simple and visual information cards for the media space. Materials and methods. The article uses conventional scientific research methods, including analysis, synthesis, and comparison, as well as a graphical approach. The Decision of the Yekaterinburg City Duma dated 22.04.2025 No. 24 \"On Approval of the Report on the Execution of the Budget of the Municipal Formation \'City of Yekaterinburg\' for 2024\" was taken as the basis for the visual presentation of data. Results. The Competition for Projects on Presenting the Budget to Citizens (the \"Budget for Citizens\" Competition) was examined using the example of nine municipalities and two cities of federal significance. The competition documentation and the winning projects of the selected cities were studied. It was concluded that the competition needs to be further improved by creating a more transparent evaluation mechanism. The paper highlights the new opportunities that municipalities have access to through the use of modern media, such as social networks and messaging apps. In addition, the authors highlighted the serious challenges that government agencies may face in the rapidly developing modern media space. They proposed an algorithm for converting data on the city's budget execution into simple and visual information cards for social networks and messaging apps. According to the authors, the introduction of new technological capabilities expands the field of activity for interaction between government bodies and the population. However, along with the positive aspects of this rapid development of the media space, there are always risks of misunderstanding and new challenges for the municipality's activities. Municipalities need to strike a balance between the opportunities presented by social media and messaging platforms and the challenges they pose.
