Ökologische Wende in der regionalen Strukturpolitik: Korporatistische Interessen und Spannungsfelder

Abstract: Regionale Strukturpolitik bezog sich in der Vergangenheit auf den ökonomischen und sozialen Strukturwandel. Aufgrund der Klimaschutzabkommen wird die ökologische Transformation allerdings zukünftig die Richtung vorgeben, was sich z. B. an der gerade reformierten Bund-Länder-Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GRW) zeigt. In dem Beitrag werden gemeinsame Motive und Spannungsverhältnisse der Sozialpartnerinnen und -partner einer „Ökologisierung“ der regionalen Strukturpolitik anhand von drei Perspektiven diskutiert. Gewerkschaften und Unternehmensverbände haben in den letzten Jahren eine beachtliche Wende vollzogen und sind von Bewahrenden teil-überkommener Wirtschaftsstrukturen zu Gestaltenden der ökologischen Transformation geworden und insbesondere Gewerkschaften fordern eine faire Transformation (Just Transition etc.). Ob sie aber die ökologische Wende der Regionalstrukturpolitik vollumfänglich mittragen, ist fraglich. Trans-Abstract: In the past, regional structural policy (regionale Strukturpolitik) in Germany focused on economic and social structural change. Due to the climate protection agreements, however, the ecological transformation will set the direction in the future. This paper discusses the common motives and tensions of the institutionalized co-operation between the representations of employers and labour in the “greening” of regional structural policy. Trade unions and business associations have undergone a considerable turnaround in recent years and have moved from preserving partly outdated economic structures to shaping the ecological transformation and trade unions are calling for a fair transformation (just transition etc.). However, it is questionable whether they fully support the ecological turnaround also regarding substantial measures, which could lead to less economic growth?
