Just Transition – Konfliktmoderation in der digitalen sozial-ökologischen Transformation

Abstract: Zeitgleich sind wir mit mehreren Transformationen konfrontiert: Die ökologische K­rise inklusive des Klimawandels scheint immer dramatischer. Die Digitalisierung/Künst­liche Intelligenz verspricht ökologische Vorteile und ist zugleich ein dynamischer Rationalisierungspfad in der globalen Standortkonkurrenz. Der damit verbundene Extraktivismus Seltener Erden und der ansteigende Energiebedarf tangieren unabdingbar die ökologische Frage. Klimawandel wie Digitalisierung erzeugen vulnerable, weil abgehängte Individuen, Betriebe, Branchen, Regionen und Staaten. Wer in diesen Prozessen gewinnt, ist offen.Die – ineinander verzahnten – Transformationen bedürfen einer umfassenden Rahmung jenseits eines technisch-ökonomischen Rationalisierungsparadigmas. Mit dem Konzept einer Just Transition steht im Hinblick auf die ökologische Transformation ein Ansatz zur Debatte, der die skizzierten Spannungen in den Blick zu nehmen verspricht. Vor dem Hintergrund der Analyse länderspezifischer Konstellationen europäischer Provenienz beleuchtet der Beitrag die Bedeutung einer integrativen Just Transition wie gleichermaßen den Stellenwert jeweiliger Einzelziele, um auf dieser Grundlage die Kohärenz partizipativer Entwicklungspfade bezüglich ihrer triangulativen Zielsetzung (sozial, ökologisch, digital) zu diskutieren. Trans-Abstract: Currently we are confronted with several transformations: The ecological crisis, including climate change, appears to be becoming increasingly dramatic. Digitalisation/artificial intelligence promises ecological advantages and is also a dynamic rationalisation path in the global competition between locations. The related extractivism of rare earths and the increasing demand for energy inevitably affect the ecological question. Climate change and digitalisation are creating vulnerable individuals, companies, industries, regions and countries because they are left behind. It remains to be seen who will win in these processes.The – interlinked – transformations require a comprehensive framework that goes beyond a technical-economic rationalisation paradigm. The concept of a just transition is an approach to ecological transformation that promises to address the tensions outlined above. Against the background of analysing country-specific constellations of European provenance, the article examines the significance of an integrative just transition as well as the significance of individual goals in order to discuss the coherence of participatory development paths with regard to their triangular objectives (social, ecological, digital) on this basis.
