Relevanz einer transformativen Strukturpolitik auf der Mesoebene für die Wettbewerbsfähigkeit mittelständischer Unternehmen

Abstract: Die Transformationsfähigkeit von KMU hängt auch von regional verfügbaren, materiellen Voraussetzungen, wie etwa Infrastrukturen und Energieversorgung ab. Ein primär politisch induzierter Transformationsprozess insbesondere in energieerzeugenden und -intensiven Branchen führt zu einem hohen Veränderungsdruck. Die Auswirkungen solcher Veränderungsprozesse bleiben selten auf einzelne Sektoren oder Branchen beschränkt. Oftmals haben sie auch starke regionale Auswirkungen, so dass auch KMU vor Ort vor große Herausforderungen gestellt werden. Die Bedeutung einer transformativen Strukturpolitik wird auf der Mesoebene skizziert und am Beispiel des NRW-Rheinlands exemplarisch diskutiert, um die Bedeutung einer strukturpolitisch handlungsfähigen Ausgestaltung der Mesoebene sowie ein strukturpolitisch bewirkenden Raum-Transformationskontext für unterschiedliche Akteure und insbesondere für die Wettbewerbsfähigkeit von KMU aufzuzeigen. Trans-Abstract: The transformation ability of SMEs also depends on regional available material conditions, such as infrastructure and energy supply. A primarily politically induced transformation process is leading to high pressure, particularly in energy-producing and -intensive sectors. The effects of such change processes are seldom limited to individual sectors or industries. More often, they also have a strong regional impact, so that even SMEs at a local level are faced with major challenges. The example of the Rhineland in NRW is used as an illustration to discuss the potential impact of a structurally effective configuration of the meso-level and a spatial transformation context that has a corresponding effect on various stakeholders and, in particular, on the competitiveness of small and medium-sized enterprises. This outlines the potential of a transformational structural policy at the meso-level.
