Abstract: The study analyzed the regulatory framework of the educational system in Mexico and its impact on the quality of teaching and learning. It examined the Political Constitution, the General Education Law and various government programs that have established legal bases to guarantee educational equity and inclusion. It was identified that the regulations have contributed to the continuous improvement of the educational system, although challenges persist in terms of quality, teacher training and technological adaptation. The role of the New Mexican School and the National System for Continuous Improvement of Education in the implementation of strategies to strengthen competency-based learning and the development of critical thinking was highlighted. However, their success depends on the correct application of policies, investment in infrastructure and teacher training. In addition, it was observed that, although there has been progress in educational coverage and the reduction of access gaps, education in Mexico still faces challenges to consolidate a more inclusive and flexible model. Collaboration between government, educational institutions and society was considered essential to ensure a system that responds to current needs. Finally, it was concluded that education must continue to evolve to ensure equitable and quality learning opportunities for the entire population.
