Abstract:
The problem in this matter is in progress in determining whether when providing public employment positions in Colombia the applicability of the constitutional principles that guide the administrative career is being given in compliance with the provisions of the Political Charter of 1991, since said The statute contemplates among some of its principles equal opportunities for all citizens who intend to join the public administration and to that extent the State must be an objective guarantor in the selection of personnel who will carry out the functions described for the available positions, so that the constitutional manual contemplates the merit contest as a clear mechanism for selection
