Abstract:
All levels of state power (the executive, legislature and judiciary) are required to ensure respect for human rights. National parliaments are the key to the effective implementation of international human rights norms and standards at national level and they are in an excellent position to protect human rights through legislating, being involved in the ratification of international human rights treaties. Also, national parliaments are strategically placed to hold the governments to account for swift and effective implementation of the Court’s judgments, as well as to swiftly adopt the necessary legislative amendments. This draft examines a small piece of the role of national parliaments - through the specific structures - within domestic systems for the implementation of European Convention on Human Rights (ECHR) standards and European Court of Human Rights (ECtHR or ‘the Court’) judgments.
