Abstract: The principle of legality - a true constitutional postulate presupposes systematized, clear and coherent rules that govern the activity of local public administration authorities, so that the normative system is understood by all and, therefore, easily controllable. Recipients of the law must be able to know, without ambiguity, the rights and obligations conferred on them, respectively imposed by law, and the law must be predictable.
