The Global Liveability Index and Smart Cities across Europe

Abstract: In the context of new economic, pandemic and geo-political challenges, the development of smart cities becomes an essential objective for solving complex problems, ensuring sustainability and increasing the quality of urban life. The main objective of the research is to provide a useful framework for supranational, national and local decision-makers to adopt effective urban management measures that are compatible with development, environment and people's well-being. The research methods used are literature meta-analysis, comparative-critical analysis of indicators and cluster analysis. The main conclusion of the analysis is that urban development disparities are strongly influenced by the overall level of economic development and become vulnerable under conditions of economic, social, political and military stress.
