Abstract: (VF) L’objectif de cet article est d’identifier les barrières à l’adoption d’une innovation managériale (IM) à l’échelle d’un territoire de collectivités publiques, au travers de l’étude de cas d’une GPEC territoriale initiée en Haute-Savoie. Pour ce faire, nous mobilisons et combinons les littératures consacrées aux barrières à l’innovation, à l’économie de la proximité et aux dispositifs de GRH territoriale. Cela nous conduit à proposer une typologie des barrières à l’IM notamment enrichie des dimensions relatives aux trois proximités (géographique, institutionnelle et organisationnelle) et à la gouvernance. (VA)The aim of this article is to identify the barriers to the adoption of a managerial innovation (MI) on the level of a territory of public authorities, through the case study of a territorial planned HRM instrumentation. To do so, we mobilize and combine the literature concerning the barriers to innovation, proximity economics and territorial HRM plans. This leads us to propose an enhanced and expanded typology of IM barriers including dimensions of proximity (geographical, institutional and organizational) and governance.
