Abstract:
The Institute of Economic Growth organised a seminar on the World Development Report, 1991 (Report for short) on September 17, 1991. Besides a large number of professional economists from the government departments and academic institutions the seminar was attended by Dr. Vinod Thomas of the World Bank, the main author of the report. Since the Report is of a high professional quality and deals with a wide variety of important conceptual and practical issues concerned with development theory and policy, drawing upon the experience of the past four decades, we feel that the proceedings of the seminar would be of considerable interest to the readers of this journal. Unfortunately, however the entire discussion was not recorded. We are therefore able to publish only the revised versions of presentations made by three of the invited discussants, namely, Professors C. H. Hanumantha Rao and K. Krishnamurthy of the Institute of Economic Growth, and Professor S. D. Tendulkar of the Delhi School of Economics.
