Fragmental Modification of Standard Model for Estimating Funding into Kosovo’s Mandatory Health Insurance Fund

Abstract:
This paper extends previous works by Bislimi et al (2012), Muhaxheri et al (2014), and Muhaxheri (2017) in investigating scenarios for fragmented funding into Kosovo’s mandatory health insurance fund, under forecasted actual growth forecasts. The analysis shows that a Ceiling Threshold Model is sustainable and does not affect the overall funding, and may even be the catalyst for a range of mandatory health insurance products in the private insurance sector. However, government should not consider the case of a Flooring Threshold Model as it will create a considerable shortfall in funding versus the standard model, and thus create additional burden on its finances and therefore on all those who contribute through general taxation.
