MAIN TENDENCIES IN THE DEVELOPMENT OF HUMAN CAPITAL IN THE RUSSIAN FEDERATION, 2011-2016

Abstract: The article studies the tendencies and identifies problems of human capital development in Russia and its regions. The authors study the dynamics of the population number, life expectancy at birth, morbidity, infant mortality, indices which characterize the development of human capital. The authors calculated the growth of human capital of the Russian Federation in constituents (biophysical human capital, qualification and educational human capital) for the period from 2011 to 2016. The life expectancy at birth is studied in view of federal districts of Russia. The authors give the assessment of human capital according to the data of international organizations. The authors analyzed the dynamics of government expenses on education and healthcare in the Russian Federation and it was suggested to increase their share in the GDP. The improvement of the institutes’ quality providing the creation of well paid jobs, transformation of the structure of the economy, training and re-skilling of the staff, prophylaxis, early identification and treatment of chronic diseases, increase of medical coverage will contribute to the accumulation (growth) of human capital.
