An Antecedent of Evaluation For Human Resource Functions: Institutonalization

Abstract: The importance of intellectual capital has become more evident with the increasing competition in industries and the study on employees providing maximum value to their parent organization has become a trending topic for organizations research. The necessity of preserving the employee base obligates the organization to devise a system which is appropriate for the organization, the groups/departments and employees by utilizing human resources management functions. In this context, the evaluation of the human resources management functions by the employees gain importance, since they are what ensure the organizational synergy and the continuity of the high motivation – high performance relationship by merging the high-performer employees. The preconditions for the human resources functions to operate satisfactorily are closely coupled with the overall hierarchy of the organization and its decision makers which decide on the strategy formulation. With regards to this, it is safe to say that the level and the dimensions of institutionalization in an organization is amongst the essential factors effecting the development and application of effective human resources functions. This research provides an insight on relationships between the level of institutionalization of an organization and the evaluations of human resources functions within that organization. With regards to the research findings spanning a sample set of 156 employees from 38 organizations, professionalism, cultural power and consistency from an institutionalization point of view, have positive influences on effectiveness evaluation of human resources functions. Distinguished institutionalization dimensions have been identified for every human resources management function.
