AGAINST POSSIBLE RISE OF SEA LEVEL DUE TO GLOBAL WARMING EXAMINATION OF PLANNING PRINCIPLES IN RESIDENTIAL AREAS IN CONTEXT OF SUSTAINABILITY (HOLLAND CASE)

Abstract: Today, it is inevitable to feel the devastating effects of the climate crisis. One of the most important of these negative effects is sea level rise. Coastal areas are the first to be damaged by sea level rise. Due to the complexity of the coastal areas and the fragility of their internal dynamics, the rise in sea level will cause severe damage to the coastal areas. In addition, the presence of urban uses with high economic value such as ports, recreation areas, residential areas, agricultural areas, and nuclear power plants in coastal areas also increase the sensitivity of coastal areas. Rising sea level brings risks such as coastal erosion, flooding, salt water intrusion into fresh water resources, and these risks will cause devastating damage to ecological, economic and social values. With planning, it is possible to prepare a strong defense mechanism against these risks. Raising awareness at the societal level, analyzes and decision support mechanisms according to the characteristics of coastal areas, a governance plan working with decision support mechanisms and innovative interventions with adaptation methods have been evaluated as solutions for the risk of sea level rise. As a concrete example of this, analyzes were made over the Netherlands and sample plans were examined and a sea level rise adaptation plan scheme was produced.
