Abstract: The purpose of this study, Balanced Score Card (BSC), known as Balanced Scorecards or Balance and Turkish a tool used to determine the strategic objectives set forth in the higher education system. This study of 36 people with an open-ended questionnaire that top-level management positions in educational institutions was carried out as directed by a pilot study. Responses to the questionnaire and open-ended questions that will be used in an educational environment BSC was formed. BSC tool, financial dimensions of the educational institution, the size of the customer putting forward decision maker, the internal processes of the institution, offers data on learning and development dimensions. This research is limited to the participation of the higher education system in the foundation universities located in three senior executives. On the other hand, created the BSC can be considered as strategic decision-making tool, which managers can take advantage of the training institutions of the strategic decision-making and they can see all the activities together. BSC is initially became a genuine tool can be used for educational institutions today when a tool posed to financial transactions.
